Decking - purpose of frame joist either side of post?

Hi guys - another decking question.

When building the frame for the decking, as per the picture attached, what is the purpose of the frame joists screwed either side of the posts at the 2 sides and down the middle? Is it to save using so many posts to support the joists?

My decking will be 6m x 6m. I was going to simply fix the outer frame to the posts, and then run joists perpendicular to the decking all the way across supported by a post every 1.5m. Is this ok or should I adopt the method in the picture?
